Abstract

From the second half of the 20th century onwards, with the increase in technological developments, communication between societies has strengthened and the importance of public opinion has emerged. This situation has attracted the attention of states that apply various tactics and techniques to reach their national interests, and states have started to try to direct public opinion. Indeed, with the efforts of states to be effective in the process of foreign policy formation and implementation by trying to influence the communities where the actors in the decision-making mechanisms are located, the concept of public diplomacy has emerged in the literature.
